Local Legislative Update - July 2021

ACAR’s Government Affairs Department has been going non-stop. The following update was shared at the Legislative Committee’s most recent meeting. If you are interested in joining the Legislative Committee, you can sign up here or email

         ACAR sent a letter to Senator Sherrod Brown encouraging support for funding that would go to the Lead Safe Cleveland Fund. As you know, property owners may tap into this fund to help with the lead remediation of their rental properties. For more information on the fund, click here.

        ACAR also signed on to a letter to members of the Ohio Senate asking that an amendment offered by Sen. Huffman be removed, as it would essentially increase property taxes on affordable housing developments to the point that it would no longer be something developers could do and be able to offer affordable housing rates. Ohio Realtors, along with dozens of other housing organizations, signed on. It seems that this is one issue everyone agrees should be pulled from the state budget and considered on its own merits. Learn more about the Ohio Budget and the wins for the real estate industry here.

         The ACAR Board of Directors recently approved a letter of support for the Summit County Housing Trust Fund. Unlike many other housing trust funds, this is a public and private partnership, and funding did not come from a tax increase. You can learn more here.

         Many of our more than 100 municipalities have been taking a close look at housing-related policies including, but not limited to, zoning code updates and rental regulations. Pay To Stay and rental policies continue to pop up across the region. Of note, Warrensville Heights amended its housing code to require garages. A similar law exists in Newburgh Heights. There is an appeal process for owners to utilize under certain circumstances.
