On February 5, 2024, the Cleveland City Council passed Ordinance 1039-2023, also known as Residents First. After several months of meetings with various stakeholders, including ACAR, there were several amendments, 11 pages in total, to the original ordinance. However, a few highlights are noted below. Key amendments included: Original Proposal Amendment Point of Sale inspections, with interior and exterior inspections and a minimum $5,000 escrow, on vacant residential. Throughout the year, the Akron Cleveland Association of REALTORS may accept Placemaking Grant applications from municipalities and non-profits in Cuyahoga County, Portage County, or Summit County. The 2023 election cycle has come to a close for most races. We saw higher voter turnout than is typical for an odd-year election, likely due to statewide Issues 1 and 2. As of November 8, 2023, Cuyahoga County was reporting a 45% voter turnout; Portage County had 53.27%; and Summit County saw 51.57% voter participation. Every vote matters as several races were separated by 1% or less. Here’s a look at a few of the notable elections in ACAR’s jurisdiction. In September 2023, the administration of Mayor Justin Bibb (Cleveland) introduced its "Residents First" package, which overhauls much of the City’s housing code. Mayor Bibb and his team have referenced the need to hold absent landlords accountable for their property(s) maintenance. After reviewing the ordinance, 1039-2023, the Akron Cleveland Association of REALTORS (ACAR) requested support from the National Association of REALTORS and Ohio REALTORS on several fronts.
